VTT’s management system is based on the provisions of the Limited Liability Companies Act and the Corporate Governance Code. The general meeting is the highest executive body of the company. The voting right of VTT’s owner, the Finnish state, is exercised by the Ministry of Economic Affairs and Employment in the annual general meeting, which elects the VTT Board and auditor. VTT Group is directed by the parent company’s board and CEO, who is appointed by the Board. Executive leadership team supports the CEO in decision-making.

We are committed to the principle of open publishing: scientific publications produced at VTT are principally open-access.
Open science principles
VTT is committed to complying with good scientific practice. Therefore, we support and promote the research practices of open science. In compliance with these principles, research scientists draw up and document their research carefully and in accordance with good practices. The results and interpretations of research are published openly and transparently, taking account of confidentiality requirements.
The principles of open science apply to open publications and data. For the time being, the open research processes and other areas of open science are left outside the scope of this policy.
We comply with the principle of open publishing, and, accordingly, any scientific publications produced at VTT shall basically be openly accessible. However, the publisher’s terms and conditions or other separate agreements may restrict the openness. Publications issued in our own series of publications are openly accessible. The data on any publication made by VTT employees is entered into the research data system with open links, if at all possible. The research data system is accessible at cris.vtt.fi.
We favour the use of open channels. Articles can be made accessible in compliance with the model of full open access (Gold Open Access) or by means of self-archiving (Green Open Access). The channel of publication selected should be the alternative with the highest quality and impact. The authors select a suitable mode of publication in accordance with the goals and contractual terms and conditions of publishers, partners and funding providers.
Where possible, we always make efforts to keep the rights of publications in our own hands to make their further use easier. For the purposes of further use, we recommend the use of the Creative Commons license CC BY 4.0.
In this context, open data refers to the digital background material created in projects. In the management and openness of data, we comply with the international FAIR Data Principles:
Our aim is to provide access to the research data that is related to scientific articles and other openly published research findings and which has been produced in publicly funded projects. As regards providing access to data, VTT is as open as possible but keeps the data as confidential as necessary.
The basic premise is always abiding by the ethical principles of good scientific practice. In each research project, the access to data and the contractual and legal restrictions related to accessibility are always agreed on a case-by-case basis. We comply with data protection laws and other legislation, and respect the contractual terms and conditions agreed with our co-operation partners. In addition, our own IPR instructions and other commercial aspects may affect provision of access to data in particular cases.
We ensure the findability of materials by taking the metadata of data and links to metadata into the research data system, whenever possible.
The data management plan presents the key information related to data: the collection and processing of materials and issues of ownership, publishing and user rights. It also describes the life cycle of data, the processing of confidential material, and the disposal of data.
