The aim of VTT's future strategy is to support Finland's growth and create impact even more strongly: to create new startups and support growth companies, to help industry renew itself and to strengthen the resilience of society. As a first measure to support the strategy, VTT plans to renew its operations and organisation, to develop its research offering to meet the demand of companies and society and to change the cost structure. With the planned renewals, VTT would ensure that resources are better allocated to impactful research.
Due to the plans, VTT will start change negotiations on 27 April 2026, which will cover VTT's entire personnel (approximately 2,340 people). The estimated duration of the change negotiations is three weeks, and employment is estimated to end for a maximum of 190 people. The functions and roles, to which the personnel reductions would be targeted will be specified in the negotiations.
VTT plans to continue operations at all current locations. The locations’ current number of employees are the following: 1,730 in Espoo, 250 in Tampere, 250 in Oulu, 95 in Jyväskylä, 13 in Kuopio and 6 in Kajaani.
Finland's growth is created through technology, research and bold renewal. VTT helps companies mature their expertise and develop technological breakthroughs towards commercial application. VTT's primary goal is not to reduce operations, but to invest in growth areas and create maximum impact. VTT intends to invest particularly in areas that are important for Finland’s economic growth and competitiveness, such as microelectronics and quantum technology, as well as in Finland’s technological capabilities in comprehensive security. In addition, VTT intends to strongly support the creation of new startup companies.
Meaningful work is done at VTT, and the competence of VTT’s personnel is at the core of its operations. VTT's goal is to take its personnel into account as well as possible during the change negotiations and offer versatile support.
VTT will publish its new strategy at the beginning of June. The planned new operating model would take effect on 1 August 2026. VTT will announce the decisions of the change negotiations as soon as possible after the negotiations have concluded.
