Smart city planning and decision-making, VTT CityTune®

Lots of people walking down a busy city street

Cities can manage risks and allocate funds more efficiently with the VTT CityTune® model. This smart city planning tool and analytical approach is used to forecast likely effects of major decisions, be it planning choices in new areas, prioritisation of public services or maximizing the impact of smart city investments.

Key facts

We can forecast the likely effects of major decisions in cities using the right modelling tools and analytical approaches.

We help solve problems related to the built environment, energy, transport, waste, resilience, services and many more.

This can reduce the risks and avoid unintended side effects in decision making.

Cities have a key role in the global economy

They generate approximately 70% of the world’s GDP, consume 70% of resources and energy and emit 70% of greenhouse gases. Thus, solving key environmental, social and economic challenges will happen for the most part in cities. Cities are very complex systems where the flows of people, production, energy, material, water, wastes, goods and services all converge and interact. This adds to the challenge of making the right strategic decisions that maximise impact and minimise risk.

How do we make the most impactful decisions among many alternatives? How do we avoid unintended side effects that might even worsen the problem? How can we foresee long-term effects of short-term changes?

Optimising city energy in Vienna, Austria

The Austrian Institute of Technology wanted to create a novel energy system for its campus where buildings can act both as consumers and producers of energy. The result is a complex system and ensuring optimal realization is difficult. VTT used modelling of the energy system to find the optimal solution among many technology combinations.

Blooming circular centre in Kera, Espoo, Finland

The modelling showed clearly that smooth transport arrangements were a critical success factor. If Kera is to be built as a public transport hub, the success of the area is guaranteed, and it will attract both residents and businesses. VTT’s team then made more detailed recommendations regarding public transportation based on the findings.

Providing circular economy solutions in Saga, Japan

Robust conversion of residual biomass to recyclable packaging and furnishings materials, systemic impact assessment for evaluating technological potential, as well as the economic and social value of the circular Saga ecosystem and simulator methodologies to support the municipal decision making.

The modelling approach is very good, it allowed detailed models and you can do a lot of things with it. Our system was very complicated. After analyzing 36 different scenarios, we found comparing the alternatives to be very useful for planning the energy system.

VTT CityTune® turns data into better decisions

VTT’s service package, VTT CityTune®, harnesses the potential of data and modelling of complex problems to support well-informed planning and decision-making. This includes smart city planning but also other things such as city services and private sector decision-making in the city context. Its unique capabilities include the ability to forecast developments, follow trend lines compared to strategic targets and test different alternative decisions by running what if scenarios in the modeling environment.

What if difficult and complex decisions in the city could be first tested in virtual models?

We have decades of experience in working with cities from around the world. Together we have solved problems related to the built environment, energy, transport, waste, resilience, services, and many more. For example, we helped City of Saga in Japan to close the loops in waste flows of the local rice processing industry. In Espoo, Finland VTT CityTune® was used to support the planning of Kera area, home of Nokia headquarters, by identifying the key factors of attractiveness to potential inhabitants and businesses.

With increasing availability of big data from sensors, databases of city services, statistics or social media, cities are at the threshold of a revolution of city management, planning and decision-making. VTT CityTune® helps to make sense of all the data and turn it into useful, actionable information.
