Apply for quantum computing time for public research at no cost

VTT is launching a campaign for quantum computing time for companies for public research projects.

The campaign can be used for experimental use of a quantum computer, education or experimental research into new quantum applications.

  • Limited time: 1–20 hours QPU time per company.
  • Project duration: 1 year from the signing of the contract.

  • Eligibility: Open to companies operating in the EU, EEA, Switzerland and the UK.

  • Application period: 20.10.2025 – 30.11.2025. 

How to apply

The company submits the application using VTT's application template, which describes the following:
  • Justifications for the fulfillment of evaluation criteria for public research projects and scientific value
  • Justifications for the requested computing time

Evaluation criteria of public research projects

  1. Scientific, societal or technological contribution
    The proposal must clearly articulate its value in advancing science, addressing societal challenges, or contributing to technological innovation. The results should be written in the style of a scientific article in English. This implies a request for writing in a manner that is typical of academic papers published in English. This includes using formal language, precise vocabulary, and a structured format. It also suggests adherence to the conventions of academic writing, such as proper citation and a clear presentation of evidence.
  2. Justification of the scientific problem and resources
    Applicants must explain the importance of the research question and justify the requested quantum computing resources (e.g., QPU hours).
  3. Contribution to the Finnish Quantum Ecosystem
    Projects should demonstrate how they support the development of Finland’s quantum ecosystem, such as through collaboration, dissemination, or capability building.
  4. Public dissemination of results
    Results must be made public and shared via platforms designated by VTT. Confidential background work (e.g., proprietary algorithms) can remain undisclosed, but outcomes must be open.
  5. An explanation of company capability to execute the project
    An explanation of the capabilities of the company to execute the required project as requested. 
     

Evaluation process

  • Applications are processed in the order in which they are received and a decision is made as soon as possible on the receipt of the application but latest 15 days from the date campaign ends
  • Proposals are reviewed by VTT evaluation team. A structured evaluation is documented scoring each criterion with justification. Evaluation team can approve the proposal (subject to possible KYC green light).  
  • A docusign agreement is signed for the project using VTT’s contract template, committing to public research, publication of the results and other terms.
